East Hampton Comprehensive Plan

The Town of East Hampton had been engaged in a two-year process to update its Comprehensive Plan when it asked Jonathan Rose Companies to use its expertise in smart growth development to inform its planning process. In 2002, our team engaged in an extensive community outreach process. To address the concerns of affordable housing, open space, and preservation of community character, our work resulted in a draft comprehensive plan document to guide the Town over the next twenty years.

Our process began by synthesizing thousands of pages of documentation into a fifteen-page workbook. From this effort and subsequent community meetings, our team produced a statement of a Vision and Goals for the community that would serve as the foundation from which implementation actions could be developed.

Key issues that emerged during the intensive community planning process included concerns regarding environmental quality and open space, affordable housing, preservation of community character, and a desire to reduce the total buildout permitted under current zoning. In addition, small businesses expressed interest in a more streamlined process for the town's approval of plans and permits.

The final draft document included actions, assignment of responsibility for implementation and a schedule that allowed the Town to monitor its progress.
